Innovation is the first driving force for development and the strategic support for building a modern economic system. The World Intellectual Property Organization (WIPO) recently released the "2021 Global Innovation Index Report", and China ranked 12th, up two places from 2020, ranking first among middle-income economies, surpassing developed economies such as Japan, Israel, and Canada. Since 2013, China's global innovation index ranking has risen steadily for nine consecutive years, and its position in the global innovation landscape has become increasingly apparent. Among them, the improvement of the innovation level of my country's manufacturing industry is “indispensable”.

 

Not long ago, CCID Research Institute released the "Manufacturing Innovation Index Report (2020)" (hereinafter referred to as CCID's "Report"). The "Report" shows that as a comprehensive indicator to measure the level of manufacturing innovation development, my country's national manufacturing innovation index has steadily increased year by year, with an average annual growth rate of 14.39% from 2011 to 2018. This is mainly attributable to the substantial increase in manufacturing innovation environment and innovation output in recent years. With the continuous acceleration of the manufacturing innovation process, as the main force of manufacturing innovation, my country's manufacturing enterprises have made considerable progress in technological innovation, management innovation, and talent construction, and innovation results continue to emerge.

 

Benchmarking world-class innovation to help enterprises take off

In the "14th Five-Year Plan" outline, innovation has been elevated to unprecedented heights. The outline of the "14th Five-Year Plan" clearly stated that innovation should be maintained at the core of the overall situation of my country's modernization drive, and scientific and technological self-reliance should be taken as a strategic support for national development. Among them, the R&D expenditure of the whole society has increased by more than 7% annually, and strive to exceed the actual investment intensity during the "13th Five-Year Plan" period. In addition, the "14th Five-Year Plan" outline for the first time set an indicator of the proportion of basic research expenditures in R&D expenditures. It is proposed that during the "14th Five-Year Plan" period, the proportion of basic research expenditures will reach over 8% by 2025. CCID's "Report" shows that from 2011 to 2018, the average annual growth rate of my country's manufacturing R&D expenditures and manufacturing R&D expenditures as a proportion of total social R&D investment reached 8.14% and -0.65%, respectively. Obviously, although the investment intensity has reached the standard, there is still a long way to go in terms of the proportion of R&D investment, and the willingness to invest in innovation needs to be further stimulated. To achieve the goals of the "14th Five-Year Plan" outline, it is undoubtedly necessary to incorporate innovation management into corporate management for overall consideration, and strive to achieve a fundamental and sustainable overall breakthrough.

 

Hao Peng, director of the State-owned Assets Supervision and Administration Commission, once said that central enterprises are the national team of technological innovation. As an important part of the "Three-year Action Plan for State-owned Enterprise Reform", the SASAC comprehensively deployed central enterprises to carry out benchmarking world-class management improvement actions last year, and clearly stated that by 2022 the management concepts and management culture of key state-owned enterprises will be more advanced, and the management system and management process will be more advanced. More perfect, management methods and management methods are more effective, management foundation is constantly consolidated, innovation results are constantly emerging, and a modern state-owned enterprise management system with Chinese characteristics is basically formed, which is systematic, scientific and standardized, and efficient in operation. The overall management capability of the enterprise is significantly enhanced, and some state-owned key enterprise management has reached or approached the world-class level.

 

In order to achieve this goal, the SASAC has clearly identified 8 areas as strategic management, organization management, operation management, financial management, technology management, risk management, human resource management, and information management as key tasks for benchmarking and promotion.

In order to promote the implementation of the benchmarking of world-class management improvement actions, the SASAC carried out the management "three benchmarks" creation action, from the three levels of grassroots enterprises, professional benchmarking fields and enterprise groups, in-depth exploration of outstanding management capabilities, distinctive characteristics and Models of companies with strong influence have selected 200 benchmarking companies, 100 benchmarking projects and 10 benchmarking models to effectively play the role of benchmarking and demonstrating.

 

On September 8, the State-owned Assets Supervision and Administration Commission held an on-site promotion meeting for benchmarking world-class management improvement to redeploy and advance the in-depth benchmarking and improvement actions. Weng Jieming, deputy director of the State-owned Assets Supervision and Administration Commission, attended the meeting and emphasized that it is necessary to deepen the establishment of "three benchmarks" and cultivate a group of key state-owned enterprises with complete systems, outstanding capabilities, and reaching or close to the world-class management level; more attention will be paid to the use of advanced management methods and optimizing management processes , deepen organizational changes and promote mechanism innovation, and create a group of highly efficient and synergistic management projects with outstanding benefits; earnestly work hard on system integration, fusion innovation and deepening improvement, and form a group of influential, demonstrative, and leading and driving capabilities outstanding excellent management model.

 

Promote the "Number One Task" to create a key scientific and technological research site

While the benchmarking world-class management promotion activities continue to advance, a series of key technologies for "stuck necks" have also made breakthroughs in advance. Looking back at the important progress in the technological innovation of central enterprises during the "13th Five-Year Plan" period, Hao Peng concluded that, first, a number of world-class scientific and technological achievements have been made and my country's comprehensive strength has been strengthened. In the fields of manned spaceflight, deep-sea exploration, high-speed railways, high-end equipment, energy and chemical engineering, mobile communications, Beidou navigation, domestic aircraft carriers, nuclear power and other fields, a large number of world-leading landmark achievements have emerged. Since the 13th Five-Year Plan, central enterprises have won a total of 364 National Science and Technology Progress Awards and Technological Invention Awards, accounting for 38% of the total number of similar awards in the country. The second is to build a number of high-level technology platforms to improve corporate innovation capabilities. Central SOEs have spared no effort to increase R&D investment. During the "13th Five-Year Plan" period, they have invested a total of 3.4 trillion yuan, accounting for a quarter of the country's total. The number of domestic and foreign R&D institutions of central enterprises reached 4,360, and 91 state key laboratories. The third is to gather a group of high-level innovative talents, which has accumulated innovation stamina for future development. There are nearly one million R&D personnel in central enterprises, 229 academicians of the two academies, and academicians of the Academy of Engineering account for one-fifth of the country.
